Retail rules vs. BMEU rules

DMM 143 and 145 are the rules for EDDM Retail. EDDM sent as a bulk mailing through a Business Mail Entry Unit follows the general USPS Marketing Mail saturation rules instead. Here's where they part ways.

Questions

Do the DMM 143 rules apply to BMEU mailings?

No. DMM 143 and 145 cover EDDM Retail. BMEU mailings follow the USPS Marketing Mail standards.

Can a nonprofit use EDDM at nonprofit prices?

Not through Retail. Authorized nonprofits have their own USPS Marketing Mail prices for bulk mailings. Check Notice 123 and your BMEU for saturation flats.

Which has the lower price?

The lowest BMEU price is $0.259, a tenth of a cent under Retail, but BMEU mailers pay $780 in first-year fees.
