USPS's rules for Every Door Direct Mail® Retail live in two short sections of the Domestic Mail Manual, sections 143 and 145, plus a price in Notice 123. This rule book sets out every clause, cites where it comes from, and explains what it means for a business sending a mailing.

Each rule appears as a numbered clause with its source. Under it is a plain-English note. Where USPS's wording matters, we keep close to it. Where it's dense, we translate.
The rules change. The change log records each change we've verified, with the date USPS gives it. If this book and USPS ever disagree, USPS is right.
